Description: "From the Government Wharf at Old Point can be seen the ramparts of the Rip Raps, or Fort Wool, as it is officially called. The fort is located on an artificially constructed island, made by sinking on a bar, barges loaded with stone. Among the engineers, who began its construction, in 1829, was Robt. E. Lee, who later became the hero of the Confederacy."
